Request:
- requestType is getPhasingPoll
- chain the chain related to the operation
- transaction is the transaction ID of the phasing poll
- countVotes is true to compute the poll result while the votes are still available (optional)
- requireBlock is the block ID of a block that must be present in the blockchain during execution (optional)
- requireLastBlock is the block ID of a block that must be last in the blockchain during execution (optional)
